This is the same bean listed aas Taylor Dwarf Horticultural, Original name was Dwarf Horticultural, Taylor Strain. It was a very popular green shelly bean in Piedmont and Appalchian Virginia when I was young. Usually planted in midsummer for harvest in September-October and marketed as October beans. They can be used as a snap bean when young or a dried bean when mature. Most popular as a green shelly bean.
